Starbase Laboratory

request seems simple enough i've built my starbases i've research the starbase laboratory but when i try to iupgrade i dont get the option to put the ;ab on in fact i'm way down the research tree now and still can't find a way to get starbase labs.

What am I missing?

ahh found it you have to build an economic ring first
